उत्तराखंड सरकार ने 6 जुलाई तक के लिए कोविड कर्फ्यू की नई गाइडलाइन जारी कर दी है, प्रदेश में 29 जून 2021 सुबह 6 बजे से 6 जुलाई 2021 प्रातः 6:00 बजे तक कोविड कर्फ्यू प्रभावी रहेगा। कोविड कर्फ्यू में हालांकि इस बार की तरह कई रियायतें दी गई हैं, लेकिन जनपद देहरादून, हरिद्वार, पौड़ी गढ़वाल, नैनीताल एवं ऊधमसिंहनगर के मैदानी क्षेत्रों से पर्वतीय क्षेत्रों में जाने वाले समस्त यात्रियों हेतु RTPCR/ TrueNat/ CBNAAT/RAT नेगेटिव रिपोर्ट होना अनिवार्य होगा। जिला प्रशासन द्वारा बार्डर चैक पोस्ट पर इसका कड़ाई से अनुपालन सुनिश्चित कराया जाएगा।
नई गाइडलाइन में बाजार खोलने को लेकर एक महत्वपूर्ण बदलाव किया गया है, अब बाजार सप्ताह में 6 दिन सुबह 8 बजे से शाम 7 बजे तक खुल सकेंगे। बाजार दिनांक 29 एवं 30 जून 2021, 1, 2, 3 एवं 5 जुलाई 2021 को प्रातः 8:00 बजे से शाम 7:00 बजे तक खुले रहेंगे। कोविड कर्फ्यू के दौरान दिनांक 4 जुलाई 2021 रविवार को बाजार बंद रहेंगे, इन दिनों में नगर निकाय द्वारा समस्त सार्वजनिक स्थलों तथा आवासीय क्षेत्रों में बस स्टैंड, रेलवे स्टेशन, मार्केट्स एवं मण्डी आदि भीड़-भाड़ वाले स्थानों को निरन्तर सैनिटाइज करना सुनिश्चित किया जाएगा।
परन्तु मसूरी एवं नैनीताल के नगरीय क्षेत्रों एवं जिलाधिकारियों द्वारा अपने जनपद में चिन्हित अन्य पर्यटक स्थलों में बाजार रविवार को खोले जाएंगे, भीड-भाड़ वाले स्थानों आदि में सैनिटाइज कार्य हेतु इन नगरीय क्षेत्रों में मंगलवार को बाजार बंद रहेंगे।
नई गाइडलाइन के अनुसार अब विवाह समारोह में अधिकतम 50 लोगों को आरटीपीसीआर, ट्रूनेट, सीबीनैट, रैपिड टेस्ट की निगेटिव रिपोर्ट के साथ सम्मिलत होने की अनुमति होगी। शव यात्रा में अधिकतम 50 लोग ही सम्मिलित हो सकेंगे।
समस्त शैक्षिक प्रशिक्षण संस्थान आदि अग्रिम आदेश तक बंद रहेंगे। ऑनलाइन डिस्टेंस लर्निंग की अनुमति जारी रहेगी और इसे प्रोत्साहित किया जाएगा।
राज्य के समस्त कोचिंग संस्थान जो 18 वर्ष से ऊपर के विद्यार्थियों अभ्यर्थियों को कोचिंग प्रदान करते हैं, वह कोविल प्रोटोकॉल का अनुपालन करते हुए 50% क्षमता के साथ खुलेंगे एवं ऑनलाइन डिस्टेंस लर्निंग के प्रावधान जारी रहेंगे, समस्त सामाजिक राजनीतिक खेल गतिविधियां मनोरंजन शैक्षिक सांस्कृतिक समारोह अग्रिम आदेश तक बंद रहेंगे।
राज्य में स्थित समस्त संरक्षित क्षेत्र टाइगर रिजर्व चिड़ियाघर तथा वन विभाग के अधीन आरक्षित वन पार्क व अन्य जनोपयोगी अवस्थापनाओं को पर्यटन वन प्रबंधन एवं रखरखाव हेतु खोले जाएंगे, जिस हेतु वन विभाग द्वारा को भी प्रोटोकॉल के साथ खोलने के लिए उपयुक्त मानक प्रचलन विधि प्रथक से जारी की जाएगी।
बाहरी राज्यों से उत्तराखंड राज्य में आने वाले सभी व्यक्तियों को अधिकतम 72 घंटे पूर्व की कोरोना नेगेटिव टेस्ट रिपोर्ट के साथ ही राज्य में प्रवेश की अनुमति प्रदान की जाएगी।
परंतु समस्त सिनेमा हॉल शॉपिंग मॉल स्विमिंग पूल मनोरंजन पार्क थिएटर ऑडिटोरियम आदि व इनसे संबंधित समस्त गतिविधियां अग्रिम आदेश तक बंद रहेंगी।
राज्य के समस्त जिम कोविड प्रोटोकॉल का अनुपालन करते हुए 50 प्रतिशत क्षमता के साथ खुल सकेंगे।
राज्य में स्थित खेल संस्थान स्टेडियम एवं खेल के मैदान 18 वर्ष से ऊपर वाले खिलाड़ियों के प्रशिक्षण के लिए 50% क्षमता के साथ खोले जाएंगे खेल संस्थान स्टेडियम एवं खेल के मैदान को कोविड प्रोटोकॉल के साथ खोलने के उपयुक्त मानव प्रजनन विधि खेल विभाग द्वारा अपने स्तर से जारी की जाएगी।
