बरसाती आपदा ! बार बार हर बार ?

पांच वर्ष पूर्व केदारनाथ में आयी आपदा अभी हम भूल भी नहीं पाए,और वह रह रह कर हमें परेशान करती है और अब ये बरसात भी हमारे पुराने जख्मो को कुरेदने लगी है।
उस वक्त न जाने कितने लोग काल के ग्रास में समां गए थे, और आज  अलग अलग अखबारों के अलग अलग आंकड़े हमें और ज्यादा आशंकित कर रहे हैं की पिछली बार की तरह इस बार भी ये आंकड़े फेल न हो जाएँ। उम्मीद कीजिये की नुक्सान ज्यादा न हुआ हो।
दुःख इस बात का ज्यादा है की पिछली घटनाओं से कोई सबक नहीं लिया गया और एक जैसी समानांतर घटनाएं लगातार हो रही हैं। मौसम के “ऑरेंज अलर्ट” पर भी विशवास नहीं किया जा रहा क्यूंकि या तो ये इतने विस्वश्नीय नहीं होते या फिर केंद्र इतने संवेदनशील क्षेत्र को ध्यान में रखकर उचित उपकरण नहीं लगा पा रही । ध्यान रहे की ये भारत का ऊपरी भू-भाग है जहाँ से कई प्रसिद्ध नदियाँ निकलती हैं और जीवन नदियोँ किनारे ही बसता है।
वहीँ कागजों में मोटी मोटी किताबें बन चुके सरकारी विभाग तो तब जागते प्रतीत होते है जब पानी सच में सर के ऊपर से गुजर चूका होता है, राज्य सरकार केंद्र सरकार की तरफ दृष्टि गड़ाए मदद को राह तकती है, लीपापोती होती है और फिर सरकारी पैसे की बंदरबांट।
प्रत्यक्ष और अप्रत्यक्ष  नुक्सान के आंकड़े धीरे धीरे पता लगेंगे।
अभी नदियों किनारे बसे गावं दहशत में हैं तो वहीँ आवागमन ठप है 345 सड़कें बंद पड़ी है। प्रसाशन के आंकड़ों पर भी लोग सवाल उठा रहे हैं, एस०डी०आर०एफ की रिपोर्ट के अनुसार मानसून अब तक 377 जाने लील चुका है।
प्रकृति के आगे भले ही मनुष्य का कोई बस न चलता हो मगर नदियोँ किनारे अवैध निर्माण, ऑल वैदर रोड के नाम पर पेड़ों का सफाया ,पहाड़ों को विस्फोटों और उनको खोखला बना कर छोड़ देना भी आपदा से हुए नुक्सान में जबरदस्त इजाफा कर रहे हैं।
इस  तरह  के संकट से अगर हम शीघ्र ही पार नहीं पा पाए तो हमें भविष्य में इससे भी बड़ी त्रासदियों से गुजरना होगा।
