उत्तराखंड शासन सरकारी कर्मचारियों की रिटायरमेंट के बाद पुनर्नियुक्ति की प्रथा पर रोक लगाने की तैयारी में है। मुख्य सचिव ओम प्रकाश की तरफ से जारी एक आदेश में कहा गया है कि सेवानिवृत्त सरकारी कार्मिकों को पुनर्नियुक्ति अथवा अनुबन्धात्मक रूप से तभी तैनाती दी जाएगी, जब नियोजन विधिक, प्राविधिक,वैज्ञानिक एवं ऐसी प्रकृति के पदों जिनके लिए विशेष प्रशिक्षण एवं दक्षता की आवश्यकता हो, और संबंधित पद हेतु प्रयास के बाद भी उपयुक्त व्यक्ति उपलब्ध नहीं हो पा रहा हो और जनहित में तैनाती अत्यन्त आवश्यक हो गई हो। इस आदेश के बाद अब रिटायर कर्मचारी के लिए पुनर्नियुक्ति पाना आसान नहीं होगा।
मुख्य सचिव द्वारा जारी आदेश में कहा गया है कि विभागों में नियमित चयन प्रक्रिया के बाद भी पुर्ननियुक्ति के प्रस्ताव आ रहे हैं। आदेश में कहा गया है कि पुर्ननियुक्ति से संबंधित विभाग में कार्यरत मानव संसाधन तथा उक्त सेवा के अधिकारियों की कार्यक्षमता का समुचित उपयोग नहीं हो पा रहा है। वहीं दूसरी ओर पुनर्नियुक्ति के माध्यम से तैनात कार्मिकों की वजह से राज्य के वित्तीय संसाधनों पर अतिरिक्त बोझ पड रहा है। साथ ही यह भी संज्ञान में आया है कि प्रशासकीय विभागों द्वारा समूह ग एवं घ के ऐसे सेवानिवृत्त कार्मिकों जो विशेष योग्यता धारित नहीं करते है उनको भी पुर्नियुक्ति दी जा रही है।

मुख्य सचिव द्वारा जारी आदेश में कहा गया है कि राज्य हित में जिन विभागों के अंतर्गत वर्तमान में विशिष्ट कार्यों के सम्पादन हेतु कार्मिकों की पुनर्नियुक्ति की गई है ऐसे विभाग यह सुनिश्चित कर लेंगे कि विशिष्ट कार्यों हेतु पुनर्नियुक्त अधिकारी विभाग के अन्य अधिकारियोंं को 6 माह के भीतर प्रशिक्षित कर लेंगे, ताकि भविष्य में किसी कार्य विशेष हेतु पुनर्नियु्क्ति की आवश्यकता न हो, जिंन विभागों के अंतर्गत अधिवर्षता आयु सामान्य अधिवर्षता आयु से अधिक है, अर्थात 62 वर्ष या उससे अधिक हो, ऐसे कार्मिकों को पुनर्नियुक्ति किसी भी दशा में न दी जाए।
